I have now made further efforts to

trace the document which Mr. Lloyd says was

laid before the Legislative Council; but it

does not appear in the Sessional papers for

1926 and apparently Administrative reports

are not included in these volumes. Very likely,

however, they are laid before the Council

automatically and as they are printed separately

are not printed among the Sessional papers.

However even if this explains how

the report became public it does not explain why

the indiscreet remarks about the French Govern-

ment on pages 7 and 8 were included. I have

spoken to Mr. Perrins about this and he felt

that Mr. Lloyd had not quite understood the

point of objection. There is no objection

whatever to the Hong Kong Government publishing

the information they have, in fact we ought to

encourage them to do so; but they should only

publish facts and not surmises.
